There’s a lot happening with fertility legislation

Members of Congress have been busy introducing and voting on a variety of bills that impact reproductive medicine. Our DFW fertility specialists have been carefully watching as Congress addresses everything from IVF for wounded veterans to the adoption tax credit. Here’s an overview of what’s going on with infertility coverage.

  • The U.S. Congress recently passed a bill that gives the Veterans Administration (VA) funds to offer in vitro fertilization, IVF, and adoption assistance to wounded veterans. This bill marks the first time that the VA will be able to offer IVF to wounded warriors.
  • The U.S. House of Representatives is considering H.R. 586 and H.R. 681, which deem that human life begins with fertilization. These bills could have the unintended consequence of making assisted reproductive technology like IVF less accessible to Americans struggling with infertility.
  • The adoption tax credit is threatened as members of Congress consider tax reform. The Adoption Tax Credit Working Group is striving to protect the tax credit and make it refundable to help families in need.
  • In Texas, HB 785 would make it easier for families to receive and donate embryos.
